CLT distinguishes intrinsic load (the irreducible difficulty of the task),
extraneous load (difficulty added by poor presentation), and germane load (effort
that builds useful structure). This maps cleanly onto context budgeting:
decomposing a task into subtasks reduces intrinsic load; removing irrelevant
material and compressing retrieved context reduces extraneous load. This module
reframes EB-1's "Compress" and "Select" strategies in cognitive terms and connects
them to token-economy techniques such as prompt compression.
